  1. How many vacant posts were there in the organogram of his department during the 2014/15 financial year, for each post, (a) what is the level, (b) how long have they been vacant and (c) what are the reasons for not filling it;

 

  1. whether there are consequences in relation to the vacancies for the head of the units and the overall head of the Department; if not, why not; if so, what are the relevant details;

(2) The vacancy rate in 2014/15 was fairly constant at around 10%, which was a manageable vacancy rate. The heads of the units were able to continue with their work programmes, often through the use of acting appointments.

 

(3) (a) There were limited performance risks experienced by the various units and the Department, and the achievement of the Department’s Annual Performance Plan deliverables for 2014/15 was unaffected.

 

(b)The non-filling of vacancies contributed 0.1% to the under-expenditure on the budget.

 

(c) Not applicable (the Department does not own any infrastructure).
