(1) (a) How many programmes are in place for the elderly and (b) what support is there for the them at sport clubs, (c) how many centres for the aged are in place and (d) what support does the department give to clubs for the elderly and pensioners;

(2) whether his department have direct oversight over centres for the aged; if not, why not; if so, what are the relevant details?

Answer Body: 

[1]   [a] Programmes for older persons:

  • Residential facilities [old age homes]: 124
  • Service Centres: 200
  • Service Organizations which implement active ageing activities as well as specialised social work services: 13
  • Independent and Assisted Living services: 6

[b] The Department does not fund sport clubs. However, service centres are   implementing sport and active ageing activities which are supported and encouraged by this Department.

[c] Number of service centres: 200

[d] The Department funds service centres and these funds are to be used for their meals, activities and excursions. The centres have access to capacity building programmes which are funded by the Department. The Western Cape Forum for Older Persons which is also funded by this Department is taking the responsibility to be the voice for older persons is involving service centres in their activities.

[2]   he Department of Social Development signs transfer payment agreements on an annual basis with service centres that are approved for funding. In terms of this agreement service centres must report in writing on a quarterly basis regarding their financial and governance aspects as well as on targets that have been reached. These service centres are also being monitored and evaluated on an annual basis.
