(1) (a) How many Mass Opportunity Development (MOD) centres is the Minister rolling out this financial year, (b) how many will be rolled out over the next five years,
(2) whether it will it be rolled out in the rural areas as well; if not, why not; if so, what are the relevant details;
(3) (a) how can the MOD centres create jobs, (b) combat crimes, (c) what assistance can the private sector provide to assist the youth in the MOD centres, (d) what role can civil society play in assisting the MOD centres, (e) what are the successes in the MOD centres and (f) (i) what sport programs are in place for the elderly and (ii) how can the elderly be kept more active?
[1][a] The department will be operating 181 MOD Centres this financial year.
[b] how many will be rolled out over the next five years,
RESPONSE
[1][b] The department is currently in the process of developing its 5-year Strategic Plan, in which the further roll-out of the MOD Programme will be addressed. Factors influencing decisions are:
- Finance;
- National Conditional Grant rules; and
- School management, community buy-in, support and involvement.
The General Budget Support [GBS] funding will be utilised for the further development of the MOD Programme, as it will be assisting with increasing participation totals.
[2] whether it will it be rolled out in the rural areas as well; if not, why not; if so, what are the relevant details;
RESPONSE
[2] Yes, the MOD Programme will be rolled out in the rural areas. The approach is that the Rural Districts, namely: Cape Winelands, Central Karoo, Eden, Overberg and West Coast, will be the recipients of more than 50% of the resources that are being made available for the MOD Programme.
[3][a] how can the MOD centres create jobs,

[3][a] The MOD Programme employ Assistant Coaches, Coaches, Head Coaches, Code/Genre Advisers etc. Once fully capacitated the MOD Programme will create more than 1000 job opportunities.
[3][b] combat crimes,

[3][b] By keeping the school-going children occupied with positive after- school hours activities including sport, arts, culture, life skills and value building activities;
[3][c] what assistance can the private sector provide to assist the youth in the MOD centres,

[3][c] Businesses can:
- Adopt a MOD Centre, or even an area or a district and fund it accordingly;
- Fund various projects, festivals, etc.;
- Provide next-level jobs for coaches that have “qualified” through the MOD Programme system;
- Assist with resources, e.g. clothing, food, equipment, physical infrastructure etc.;
- Assist with league affiliation and registration fees; and
- Provide mentorship programmes and capacity building opportunities.
[3][d] what role can civil society play in assisting the MOD centres,

[3][d] Civil society can assist:
- With the development of neighbourhood clubs;
- By offering their services voluntarily;
- By providing safety and security at the MOD Centre;
- By supporting the matches as spectators; and
- By being neighbourhood club officials.
[3][e] what are the successes in the MOD centres; and
RESPONSE
[3][e] Improved:
- Participant self-esteem;
- School attendance;
- Relevant skills levels of participants;
- Participant involvement in school sport;
- Participant involvement in club sport;
- Academic results of some learners;
- Behaviour of some learners in school, classroom and at home; and
- Camaraderie amongst learners at school and in neighbourhood.
[f] [i] what sport programs are in place for the elderly; and

[f][i] The Golden Games is for athletes sixty years and older. The Golden Games promote active ageing and socialisation amongst older persons displays their talents in sport, indigenous games, and fun games and show case traditional or cultural activities. The Games start at a local level, then graduate to district and provincial levels and culminate in the National Golden Games.
[f][ii] how can the elderly be kept more active?

[f][ii] By getting involved in the activities related to the Golden Games; and
By joining the relevant older persons structures and, organisations.
