  1. Whether incidences of social grant beneficiaries being exploited by loan sharks through the confiscation of their SASSA cards until they receive the next grant have been brought to his attention; if so, what are the relevant details;
  2. whether his Department have any plans on place to prevent this from occurring; if not, why not; if so, what are the relevant details;
  3. whether an investigation has been launched to determine the extent of this action; if not, why not; if so, what are the relevant details;

Answer Body: 
  1. Yes, we have received such complaints, and we have handed the matter to SASSA for their investigation.
  2. SASSA is the organisation that has the mandate to investigate abuse of grants or grant fraud. The Provincial Department of Social Development (DSD) can and does play a supportive role in investigations if requested by SASSA to do so. In addition, DSD holds regular meetings with SASSA to forward new cases to them, and follow-up on existing cases.
