(1)       With reference to the Emerging Business Support Programme launched at the University of the Western Cape on 2 August 2015, what are (a) the costs for running this programme and (b) the implications for the Western Cape Government;

(2)       whether there are any measures in place to measure the impact of the programme to ensure it reached its intended outcomes; if not, why not; if so, what are the relevant details?

Answer Body: 

 (1)(a) The cost of running the programme is fully funded by the Western Cape Government and amounts to R 1 466 000, 00. The Department of Economic Development and Tourism (DEDAT) leveraged an additional amount of R1 025 000 from the University of the Western Cape to provide additional services to a select number of businesses to roll out this programme. This would include, amongst others, access to a one year Fellowship Programme (hands on training) and the CEI partnership with ABSA and the Barclays Group. The total value of the programme thus amounts to R2 491 000.00.

(b) The financial implications amounts to R 1 466 000, 00. Furthermore, the outcome of the process is intended to develop the capacity of entrepreneurs and business owner(s) to create sustainable enterprises which could potentially contribute to job creation and economic growth.

(2) The standard monitoring and evaluation process as adopted by the Enterprise Development Unit within the Department of Economic Development and Tourism will apply. This would involve the following:

 

(i) Members of unit will attend random training sessions to ensure the quality of the   

     intervention;

(ii) Regular meetings are held with the University of the Western Cape to assess the

     implementation progress of the project and the associated deliverables and address

     any challenges (if any);

(iii) Beneficiaries of the training will be surveyed post the intervention and feedback

      received will be used to improve the service offerings (training survey form);

(iv) Between 10% (100) and 15% (150) of the beneficiaries will be visited / surveyed to

      ascertain the impact of the intervention on their business operations; and

(v) All findings will be documented and a report detailing the findings (learnings and   

     impact) will be compiled.
