Question Body:

When will the quintile system be reviewed for the Albertina High School to ensure that the school receives the maximum financial support per learner?

Answer Body:

8.           The quintile poverty ranking system is determined nationally by the National Department of Basic Education according to the poverty of the community around the school, as well as certain infrastructural factors.

A schools quintile ranking is important as it determines the amount of funding that it receives each year and whether or not the school can charge fees.

In my budget speech in the NCOP in July last year, I called on Minister Motshekga to amend the Quintile System so until such time as the Minister does this; we are not able to amend the quintile status of neither Albertinia High School nor any other school.

The only power I have as MEC is to swap a school in one quintile with a school in another quintile with a school in another.

I am not aware of a school in Quintiles 1, 2 or 3 that justifies being moved into Quintile 5 in place of Albertinia HS.
