3. Whether the Premier's Advancement of Youth (PAY) Project is rolled out in the Central Karoo area; if not, why not; if so, (a) in which areas; (b) what is the total number of beneficiaries to date; and (c) what criteria were used to identify the beneficiaries?

Answer Body: 
  1. The Premier's Advancement of Youth (PAY) Project is being rolled out in five (5) towns in the Central Karoo District in 2015 – 2016.  Departments determine up front, based on available budget and infrastructure, where PAY interns can be accommodated. This assessment will determine how many PAY posts are available in each district.

  1. Advocacy, Marketing, Recruitment and Selection

Letters are sent to all secondary and primary schools in the province raising awareness of the PAY Project. The Project is also advertised in the Cape Times, Die Burger and various community newspapers. Thusong Service Centres in the area assisted with the marketing of the Project as well as with the online application process.

Recruitment, Selection and Placement

The following departments have regional offices/facilities or schools to accommodate PAY interns:

  • Cultural Affairs and Sport
  • Department of the Premier
  • Health
  • Local Government
  • Social Development
  • Western Cape Education Department
  • Transport and Public Works

Departments conduct face-to-face or telephonic interviews with prospective candidates. Apart from the personal interest of the intern, they consider the following issues as captured in the recruitment guide:

    • A desire to develop employability skills and to gain workplace experience;
    • Willingness to take on entrance-level duties;
    • Be receptive to feedback and mentoring;
    • Willingness to be flexible and to accept many tasks in the interest of gaining work experience;
    • Willingness to learn and take instruction;
    • Be pleasant and friendly;
    • Be hard-working; and
    • Have the ability to work in a team.
  • The process:
    • Interns apply online. The online system makes provision for application to one department only. The system provides a dropdown option for the candidate to select the department of his/her choice. They are further asked to indicate why they are interested in the department.
    • The final list of applications is submitted to the PAY office.
    • The list then goes to the WCED to verify matric results. Once done, the departmental lists of candidates who qualify are sent to the 13 departments who do the selection from their respective long lists.
    • Departments select interns using the selection criteria agreed upon and as set out in the selection guide.
