(1) Whether her Department has done anything to improve the running of the Cape Minstrel Festival; if not, why not; if so, what are the relevant details;

(2) whether the 2015/16 Cape Minstrel Festival was a success, if not, why not; if so, what are the relevant details?

Answer Body: 

[1]   The Department Cultural Affairs and Sport [DCAS] developed an Annual Road March and Competitions Framework. This framework clearly articulates how the department will support the boards and also clarifies the compliance aspects that are populated in a scorecard. This document sets out the operational and funding process for supporting the annual festivities of the Minstrels, Christmas and Malay Choir Boards. The department annually contributes towards transport and medical services for the street parade within the CBD as well as their competitions. Meetings are held prior to event to ensure smooth operations in conjunction with boards. Further to note DCAS officials attend the events for the purposes of monitoring and evaluation.

[2]      The event was organised by Cape Cultural Events and Carnival Committee, the event started late but in our view was a success. This year was the first time that the road march opened at the Castle with the attendance of the Provincial Minister who delivered an opening address. The Director- Arts, Culture and Language, City of Cape Town, South African National Defence and other dignitaries attended the opening ceremony. The committee members were very pleased that the Minister and the Director of DCAS could attend the event. The Minister participated in the street march for a short while. Many spectators attended the road march and were very supportive. According to the medical report from the Department of Health there were a few casualties such as: dehydration as a result of the heat and chronic illnesses, but nothing major.
