What is the total percentage, kilolitre, rand value of piped water losses suffered in each municipality in the Western Cape for the (a) 2010/11, (b) 2011/12, (c) 2012/13, (d) 2013/14, (e) 2014/15 financial year?

Answer Body: 

3.       The total percentage, kilolitre and rand value of piped water losses suffered in each municipality in the Western Cape for the five municipal financial years 2010/11 to 2014/15 are reflected in the attached table drawn up by Provincial Treasury:

 3.1     Remarks on the above table:

  1. Water loss information is measured  by each municipality as part of their water balance exercise and submitted to the Department of Water and Sanitation on a quarterly basis;
  2. Some of the figures are not shown on the table either due to municipalities not submitted water balance figures for specific periods or actual information not available in the system.  

 

 

3.2     Water loss benchmark

          It is necessary to mention that the Department of Local Government laid down a water loss benchmark of 15% for the Western Province. The National Department of Water and Sanitation see a water loss of 30% as the norm.

3.3     Assistance from the Department

          High water losses at municipalities is a concern to the Department and therefore assistance is being offered such as:

  • Assistance to attain RBIG, ACIP and MIG funding;
  • Funding via the Municipal Infrastructure Support Grant has been transferred to municipalities to assist them in their WC/WDM programmes since the 2014/15 financial year.
