- How much of her Department’s budget is allocated to learner transport;

Answer Body:
(1) The WCED has budget R277 568 000 for learner transport in 2015/16.
(2) The WCED does not have enough funds to ensure continued expansion of the service. Relevant factors include the following:
- Other budgetary requirements, for example, salary increases following recent salary negotiations
- Annual tariff increases in line with existing 5-year contracts
- Ongoing migration to the Western Cape from other provinces
- Seasonal labour relocations, causing learners to move from place to place, resulting in applications to extend existing routes
