With reference to the Conradie Park Housing Development: (a) How many projects that follow the Conradie Park model are currently in the pipeline in the province and (b) what are the (i) locations and (ii) details of these planned projects?

Answer Body: 

[a]  There are currently two [2] projects in the pipeline in the Western Cape Province that follow the Conradie Park Model, namely the Founders Garden Artscape and Leeuloop Precincts.

  • Founders Garden Artscape Precinct: bordered by D.F. Malan Street, Jan Smuts Road, F.W. De Klerk & Hertzog Boulevards in the Foreshore Central Business District [CBD] of Cape Town.
  • Leeuloop Precinct: bordered by Dorp, Bree, Leeuwen and Loop Streets, also in the CBD area of Cape Town.

  • Founders Garden Artscape Precinct: anticipated to provide approximately 1185 housing opportunities, dependent on the densities achievable. The project is intended to be developed as a residentially led mixed-use development and is currently in its procurement phase for the appointment of a developer.
  • Leeuloop Precinct: anticipated to provide approximately 341 housing opportunities and is currently in the Land-Use Application Phase of the respective planning processes.

The planning work for both the Founders Garden Artscape and Leeuloop Precincts are however being held in abeyance until certain policy and land-use requirements are fulfilled, specifically relating to the following:

  • Approval of the Urban Settlements Development Grant [USDG] application,
  • Approval of the revised Social Housing Norms and Standards by the National Department of Human Settlements and
  • The Sectional Title ownership in high-rise developments.

It is imperative to note the scope and size of the two mentioned projects as currently reported are subject to change due to policy and land-use requirements.
