Whether his Department has any projects, such as the Regent Villas Social Housing Project in Mitchells Plain, in the pipeline to provide more social housing, including subsidised rentals, in lower income areas in (a) the Cape Town metropolitan area, (b) George, (c) Knysna and (d) Saldanha; if not, why not; if so, what are the relevant details?
The Regent Villas Social Housing Project was undertaken under the auspices of the Social Housing Program. The Program is a rental housing option catering for low to medium income households earning between R1 500 and R15 000 per month. Projects of this nature can only be undertaken in designated Restructuring Zones and carries with it the benefit of public funding. Its overseen by its own regulator, Social Housing Regulatory Authority (SHRA).
Projects are mostly administered by independent Social Housing Institutions. These are not government entities and must be accredited by the SHRA. They develop, own and manage their own rental stock and provide property management services in these type of projects.
The following projects are indicated in my Department’s Business Plan for 2018/2019 – 2021/2022 and its Social Housing Pipeline identifies the following projects.
(In instances where projects are described as being in the ‘Pre-Planning Phase’, it means that these are being assessed in terms of demand for, and feasibility of, Social Housing in the area and that the process for acquiring developmental rights has not yet begun. Only once project is deemed financially feasible to meet to a demand in the area will formal project packaging commence).
