  1. What was the reason why the Hessequa Municipality took an RDP house back from a beneficiary, whose name has been furnished to his Department for the purpose of this reply, (b) on what grounds did the Deeds Office in 2013 transfer the house to a person who was not on the beneficiary list, whose name has been furnished to his Department for the purpose of this reply, and (c) how does the municipality intend to solve the problem as a dispute has been declared with the Municipality?
Answer Body: 
  1. The original beneficiary, Ms L Rossouw applied for accommodation as single and included her niece as her dependent. Prior to the approval of her subsidy application, she married Mr. J Philander. The applicant then included her husband on the revised application. During the assessment by my department, it was established that the husband had previously owned a state subsidised dwelling.

Their application was accordingly declined as the housing subsidy criteria does not make provision for persons who previously owned property.

  1. Given the aforesaid circumstances and the fact that the niece was included in the original application, the municipality requested her to complete the Housing Subsidy application that was eventually approved and the dwelling was accordingly allocated and transferred to her niece, Ms C Galant.
  1. The original applicant’s Housing Subsidy application was declined on the basis that her husband previously owned property. There is therefore, no dispute for the municipality to resolve.
