Regarding admission to Grade 8 in 2019 at the Durbanville High School, the Stellenberg High School and the Fairmont High School:

  1. What are the admission criteria for each school;
  1. which geographical areas meet the admission criteria for each school;
  1. in respect of each school, (i) what is the planned total number of learners who can be enrolled, (ii) what is the total number of applications that were received, (iii) how many applications were successful and (iv) how many applications were unsuccessful;
  1. in respect of each successful application, (i) from which area does the applicant come, (ii) from which primary school is the applicant and (iii) what is the applicant’s race and gender;

(5) in respect of each unsuccessful application, (i) from which geographical area does the applicant come, (ii) from which primary school is the applicant and (iii) what is the applicant’s race and gender;

  1. whether there was an admissions panel that processed all the applications; if not, why not;
  2. whether the admissions panel applied a scoring system; if not, why not; and
  3. what are the intervention plans of her Department to deal with any discrepancies arising from this approach?

2. In terms of the section 5 (5) of the South African Schools Act, “the admission policy of a public school is determined by the governing body of such school”. The SGB's are separate legal entities.

 Therefore, the questions as posed by the Honourable Member, do not fall within the area of responsibility of the Minister (see rule 195(1)) of the Standing Rules of the Western Cape Provincial Parliament). 

As regards the other information, it is likewise within the possession and control of the school.  The only time I become involved is if there is an appeal, as I am the final appeal authority.

The honourable member is welcome to approach the schools for their respective policies and other information.
