- Who accompanied him on his recent study trip to Germany, (b) what was the purpose of the visit and (c) how will the Legislature benefit from the trip?
1. (a) Mr D Plato was accompanied by Ms Amanda Dissel from the Department of Community Safety. Other representatives were:
- Hon Daylin Mitchell, Member of the Standing Committee on Community Safety
- Major General Mpumelelo Maurice Manci, Deputy Provincial Commissioner, Western Cape
- Major General Thokozani Njabulo Mathonsi, Commander Visible Policing, SAPS (Pretoria)
- Mr Alvin Phumudzo Rapea, Secretary for Police Service, Advisor to the Minster of Police, Civilian Secretariat for Police Service
- Mr Gareth Newham, Head of Justice and Violence Prevention Programme, Institute for Security Studies, Pretoria
- Mr Hanns Bühler, Regional Director Southern Africa, Hanns Seidel Foundation.
(b) The purpose of the visit was to exchange experiences with the Western Cape Government, the South African Police Service (SAPS) and the Bavarian State Government and Bavarian State Police.
The following were focus areas for the trip:
- Service and community orientation policing – elements and philosophy
- Crime mapping, crime analysis and predictive policing
- Organisation and management of police stations
- Violence prevention and community involvement; crime prevention initiatives at schools
- Leadership training of police and their basic training
(c) The members of the exchange trip were exposed to the philosophy and practice of the Bavarian State Police, and learned valuable lessons from their programmes and initiatives. Different avenues were discussed for future
