No, there is no Memorandum of Understanding between the Western Cape Department of Environmental Affairs & Development Planning (DEA&DP) and the national Department of Agriculture, Forestry and Fisheries (DAFF) for a provincial law-enforcement function over marine resources in the Western Cape. The reason for this is because DEA&DP has no Constitutional nor legislative mandate to enforce marine resources legislation – that is the mandate of DAFF.
