  1. Whether her Department has undertaken any programmes with the Khoi and San communities in the province between 2014 and 2018 to address the many challenges they are faced with and the concerns that they have raised; if not, why not; if so, what are the relevant details;
  2. how much has her Department spent on programmes for the Khoi and San people between 2009 and 2018?
Answer Body: 

The Inter-Ministerial Committee on Cultural Groups of the Western Cape Government, organised and facilitated a summit with Traditional and Khoisan leaders on 16 August 2013 at Spier near Stellenbosch.

The aim of the event was to create a platform for leaders to address the Western Cape Government on issues pertaining to Traditional and Khoisan leadership in the Province.

During the workshop it was agreed that leaders should take ownership of traditional, Khoi and San leadership activities in their communities. Government communicated that as custodians of culture it is important that they lead the process and engage with members of their constituency. It was concluded that Traditional, Khoi and San leaders should engage with government as and when it is necessary.

       Expenditure: R33 424. 00 + R62796. 00 = R96 220. 00

       Initiation Programme:

To date, Khoi and San families send their boys for initiation either with AmaXhosa or Basotho during initiation seasons. The Khoi and San cultural organisations enjoy all the support provided to communities (AmaXhosa, AmaHlubi and Basotho) who predominantly practice initiation in the province.

In the Eden District, especially in the areas of Oudtshoorn and Mossel Bay; A Khoi Group led by Mr Hermanus Baadjies, namely, Khoisan Ga’ibhaiqua Indigenous Tribal Initiation Forum, requested land from the Oudtshoorn municipality to practice their own Khoisan initiation ritual. It’s a vast piece of land provided and they share it with the Basotho, AmaHlubi and AmaXhosa.
