Whether his Department undertakes periodical site visits to liquor licence holders to check compliance to laws governing the industry; if not, (a) why not and (b) how are patrons protected from those who break the laws; if so, what are the relevant details?
- The Western Cape Liquor Authority conduct regular inspections at licenced establishments. The Liquor Authority routinely partners with the City of Cape Town police for enforcement operations at licenced outlets.
Over 3 000 inspections took place in the province during the 2014/15 financial year. In this financial year, 4000 inspections are planned to take place in the Western Cape.
Close to 200 compliance notices were issued to trade on a range of contraventions.
In addition, the Liquor Authority hosts awareness sessions with residents, traders and the private sector to outline the dangers of alcohol abuse and the legal responsibilities of traders. In this financial year, 5 000 people will be reached through these awareness sessions.
- Tavern owners are responsible for ensuring that they adhere to the various regulations related to owning and operating an establishment of this nature.
They must ensure that they have control over their premises and create a safe environment for their patrons. This includes checking identity documents to prevent underage drinking.
Licence holders who contravene liquor laws are putting their patrons in danger.
We need residents to partner with us in rooting out licenced traders who are breaking the law. Licenced traders who operate irresponsibly will not be tolerated.
