Community Safety
(a) How many community policing forums and neighbourhood watch structures are there in the Western Cape, for each, (b) what is the name thereof, (c) which communities do they come from, (d) who forms the management, (e) what are their contact details, (f) extent were they supported by his Department and other institutions in a financial and non-financial nature during the (i) 2012/13, (ii) 2013/14, (iii) 2014/15 and (iv) 2015/16 financial years?
(a)-(c) There are 150 police forums in the Western Cape Province Please see attached a list of registered Neighbourhood Watch members in the Province. Every Community Police Forum is named after the police station it is affiliated to. Normally this is the same name as the town or suburb. The same applies for Neighbourhood Watches.
(d)-(e) Station Commissioners of local police stations are responsible for establishing CPFs in their areas. Almost all police station areas in the Western Cape have a CPF. The Station Commissioner must always be a member of the Executive Committee, but neither the chairperson nor deputy-chairperson may be police. You can contact your CPF by contacting your local police station.
(f)(i) The department can only report on support provided by the department and not of other institutions. The department provides non-financial support to Neighbourhood watch structures in the form of training and equipment. CPF’s are supported financially through the Expanded Partnership Programme.
For the 2012/2013 financial year a total of R304 727.73 was provided to CPF’s. For the same year 1018 jackets, 205 two way radios, 299 torches, 309 bicycles, 264 helmets and 17 first aid kits was given to NHW structures.
For this financial year 419 NHW members received training.
(ii) 2013/2014 financial year R647 578.82. For this year 543 NHW members were trained.
(iii) 2014/2015 financial year R1 157 811.71. For this financial year 1678 NHW members were trained and 289 bicycles were issued to NHW structures.
(iv) 2015/2016 financial year as at 31 October 2015 an amount of R1 192 401.73 was paid to CPF’s in the Western Cape Province. For this year up to 31 October 2015 1266 NHW members were trained.
