Whether any advisors were appointed for the Premier in the last four years; if so, (a) who is the person(s) or institution, (b) what is each job description and (c)(i) for what period, (ii) for how many hours per week and (iii) at what cost each was appointed?
Yes there were advisors appointed in the last four (4) years. These individuals are appointed in terms of sections 12A of the Public Service Act, 1994 (“the Act”), and therefore do not represent an institution. Table 1 below contains responses to sections (a), (c)(i), (ii) and (iii) of the Honourable Member’s enquiry. It should be noted that the remuneration of special advisers is governed by the Ministerial Handbook and is subject to the approval of the Minister for the Public Service and Administration. In regard Question (b), advisors perform the functions as envisaged in Section 12A of the Act.

(b) The Public Service Act, 1994 provides that Special Advisers may be appointed –
- To advise the Executive Authority (EA) on the exercise or performance of the EA’s powers and duties;
- To advise the EA on the development of policy that will promote the relevant department’s objectives; or
To perform such other tasks as may be appropriate in respect of the exercise or performance of the EA’s powers and duties.
