What criteria does his Department use for approving the business plans for integrated housing projects involving municipalities?
In order to approve the business plan of municipalities it goes through the annual business planning process. The business plan process involves a number of gateways in which the municipalities projects are assessed. The municipal projects are then subject to funding at various stages including the planning and implementation stage.
The following criteria is used to assess the project at the Planning Stage:
- The Spatial Location of Project;
- The Municipal Housing Demand Database;
- The Growth Potential of Town; and
- Medium Term Strategic Framework Targets.
The following criteria is used to assess the project at the Implementation Stage:
- Township Establishment Approval;
- Environmental Impact Assessment Approval;
- Availability of Bulk Infrastructure; and
- Contractual Agreement with the Service Provider.
