Whether he and his Department provided assistance to (a) NGOs and (b) NPOs that service the (i) elderly (ii) youth and (iii) early childhood development centres/crèches in Mitchells Plain; if not, why not; if so, what are the relevant details?

Answer Body: 

(a)(b) Yes.

  1. The Department funds NGO’s that render services across the levels intervention across the metropole such as service centres and one residential facility for older persons in Mitchell’s plain.
  2. The Youth of Mitchells Plain is assisted through the funding of service provider Blaqpearl and Rlabs to develop and enhance their skills levels through training.

As part of the support to organisations the (DSD) Department of Social Development provides Capacity Building through means of Stakeholder Engagements, Quarterly Network meetings, Quarterly Assessment Feedback and Onsite Monitoring Sessions.  Line and performance monitoring is done in a developmental manner on a semester basis.

  1. The DSD enables early childhood development centres to provide services that promote the emotional, cognitive, sensory, spiritual, moral, physical, social and communication development of children from birth to school going age as well as after school care to children in the age cohort 5 to 16 years through the following:
  2. Provision of financial support for 2151 children birth to school going age in Mitchell’s Plain calculated at R15.00 per child per day for 264 days per year at 34 sites and at R8.00 per child per day for 130 children 5 to 16 years in 3 after care centres.
  3. Support to encourage compliance with the prescribed minimum norms and standards through on site monitoring and reporting as well as assessment of the quarterly progress reports submitted by all funded centres.

The DSD further supports 2 Non Profit organisations that specialise in the field of early childhood development to provide out of centre programmes in respect of 1085 children and their parents/caregivers in Mitchell’s Plain. These services include;

  • Play groups
  • Outreach services to support After School care programmes.
