Whether his Department has introduced any measures to lower the risks associated with the burning of waste at landfill sites; if not, why not; if so, what are the relevant details?

Answer Body: 

The Department manage the burning of waste at landfills through the following actions:

  • training and capacity building of municipal waste management staff to make them aware of the environmental and health risk of such practices;
  • variation of old waste management authorisations for waste disposal facilities which allow the burning of waste as management practice where there is a shortage of covering material. This was an accepted waste management practise in the late eighties and early nineties;
  • during authorities audits and handling of complaints the burning of waste at landfills are seen as a serious offence and are dealt with accordingly; and management of uncontrolled salvaging through compliance auditing.
