How does the integrated development plans of municipalities in the province influence his Department’s (a) strategic plans, (b) annual performance plans and (c) allocations for housing projects in the province?

Answer Body: 

[a] My Department undertakes co-planning of human settlement projects, the development of project pipelines, and land acquisition etc together with local municipalities and provides professional formal comment on their IDP’s. This ensures that all proposed IDP projects are aligned to provincial strategies and the various human settlement programs and funding streams.

[b] The co-produced human settlement project pipeline of each municipality then allows the municipalities to submit funding applications to my Department for professional assessment, and it is a requirement of the funding agreement that the project must be on the IDP of the municipality. Furthermore, my Department incorporates all human settlement project and programme targets into the various Annual Performance Plan [APP] performance indicators.  These indicator targets are assessed and approved by the National Department of Human Settlements in accordance with its overall programme targets over the Medium-Term Expenditure Framework [MTEF], before budgets are released to my Department.

[c] My Department assesses each project in terms of its readiness for implementation before it is incorporated into the Business Plan.  Also, rigorous technical discussions are held with each municipality prior to each draft of the Department’s Business Plan is submitted to the National Department of Human Settlements for approval, during the financial year. Once the project list for each municipality is known, my Department goes through a series of internal engagements such as the Project Approvals Committee, the Project Planning Committee and finally a Grant Allocation and Advisory Committee to determine the final allocations of each project for the year, in order to adhere to the total budget allocation for the Department for that year. This is an Audited process.
