The department could not appoint another contractor until the arbitration was finalised. Protracted SCM issues caused the delay in the implementation of phase 1.1. A new contractor has been appointed for phase 1.1 [217 BNG units] and 1.3 [completion of 206 BNG units], with the site handover scheduled for early July 2022.

Delays in building plan approvals. Violence and intimidation on site, demonstrated by two shooting incidents, have caused delays and work stoppages. The contractor will resume work on the infrastructure installation in August 2022 once security measures are in place. The department is commencing with the procurement process to appoint a top structure contractor by April 2023.
