a. When was the ministerial task team handling the issue(s) of the Khoikhoi grouping established, (b) which groups are part of the task team, (c) what is the task team’s terms of reference, (d) when is the report expected, (e) how was the stakeholder engagement done, (f) when were the stakeholders’ engagement dates and (g) at which venues did the engagements take place?
(a) The Department called a ministerial conference on issues of traditional leadership in the Province in 2013. The conference had representation from the Khoikhoi traditional leaders. It was at this conference that it was unanimously agreed that issues of traditional leadership, including those of the Khoikhoi, would be left to the leaders who should feel free to engage the Western Cape Government when necessary.
(b) The departments of Cultural Affairs and Sport, Human Settlements and Local Government work together to respond to issues of traditional leadership in the Province.
(c) The ministerial conference created a platform for engagement for Khoisan and traditional leaders.
(d) The ministerial conference report was completed in August 2013.
(e) All the leaders of the Khoikhoi and Traditional groupings known to the Department were invited to the ministerial conference of 2013 where each representative was afforded an opportunity to raise the group’s concerns.
(f) The ministerial conference was held on 16 August 2013.
(g) The ministerial conference took place at Spier, Stellenbosch.
