With regard to the National Health Insurance (NHI) Grant:
(1) Which programmes are funded by this grant, including the expenditure items per programme;
(2) how much has been spent of this grant from the start of the financial year to date, including a detailed breakdown of the expenditure that indicates (a) expenditure items and (b) unit costs?

Answer Body: 

1. From the 2022/23 financial year, the National Health Insurance Grant includes the Mental Health Services grant that was previously within the Comprehensive HIV/AIDS conditional grant. An amount of R43.605 million has been allocated for the current financial year. The grant is mostly allocated and spent in District Health Services [Programme 2] as well as in Provincial Hospital Services (Programme 4) for strengthening mental health services in metro and rural as well as contracting of health professionals as part of strengthening primary health care in rural. The grant is all allocated to the Economic Classification, Compensation of Employees.

2. As of 11 July 2022, the department has spent R7.892 million (18%) of the budget year to date.
