With regard to the application with reference number CW0881 to the Commodity Project Allocation Committee (CPAC):
(1) In (a) 2019, (b) 2020, (c) 2021 and (d) 2022 to date, (i) how many funding applications has the Worcester Trout Project made to the Department, (ii) how many were approved with funding allocated, (iii)(aa) how many were rejected and (bb) the reasons thereof and (iv) what are the names of the individuals who submitted the applications;
(2) what are the detailed reasons for not approving the application with reference number CW0881;
(3) what are the appeal processes that are available to applicants in case applications are rejected by the CPAC?

 

Answer Body: 

[1] In 2020, the Department received an application for funding for 2021/22 from the Worcester Trout Project Pty [Ltd] – CW0881. Mr Frederick Pienaar and Ms Sonia Pienaar submitted the application in their capacity as Directors of Worcester Trout Project Pty [Ltd]. 

[2] Unfortunately, the application was unsuccessful due to non-compliance, as the applicant did not submit all the supporting documentation as required. The applicants were invited to present their application to the Aquaculture Commodity Project Allocation Committee [ACPAC] as per procedure, and they were not available. The non-approval decision by the ACPAC was communicated to the applicant.

[3]  The appeal process is outlined in the CPAC Terms of Reference [ToR] [See Annexure 1]. Paragraph 8 states “All appeals are to be lodged in writing, by email, registered mail or fax, to the Departmental Project Allocation Committee [DPAC] chairperson within twenty one [21] working days of notification of a CPAC decision. The appeal process will exclude applications that are not submitted intact, along with supporting documentation”.
