With regard to the work of the Commodity Project Allocation Committee (CPAC):
(1) (a) What is the composition of the Committee, including the (i) names, (ii) qualify-cations and (iii) experience of the members of the Committee and (b) how is the Committee appointed;
(2) (a) what is the total number of applications that have been received by the Committee in (i) 2019, (ii) 2020, (iii) 2021 and 2022 to date, (b)(i) how many applications were approved and (ii) what are the details of the funding allocated per application, (c)(i) how many applications were rejected and (ii) what are the reasons thereof and (d) what is the breakdown of funding given to (i) small-scale farmers and (ii) commercial farmers on the period mentioned in (a) above?
[1] Each of the Commodity Project Allocation Committee [CPAC] has representatives from Commodities, BEE farmer organisations, the department and other strategic partners as spelt out in section 3 of the CPAC ToR [See Annexure 1]. All members serving on the CPAC are nominated by their respective organisations and are appointed in writing by the Department Project Allocation Committee [DPAC]. The list of Aquaculture CPAC members between 2019 to date is included as [See Annexure 2]
[2] It is important to clarify the CASP process followed from applications to approval of projects. The applications are received, evaluated by the respective CPACs and then recommended to DPAC for consideration. The department subsequently presents the recommended projects to the National Assessment Panel [NAP] which then makes the final decision on which projects to approve. The Aquaculture CPAC [ACPAC] received numerous applications for the years in question. For the funding year 2019/20 the ACPAC received 14 applications to the value of R199,424168m and 7 projects were approved to the value of R 8,022m. For the funding year 2020/21, 10 applications to the value of R145,710m were received of which 3 projects were approved to the value of R2m. For the year 2021/22, 17 applications were evaluated by the ACPAC to the value of R41 503 342 of which 5 projects were approved to the value of R8m. For the year 2022/23, 10 applications to the value of R13 688 348 were received of which 1 project to the value of R300 000 was recommended [See Annexure 3]
