With regard to learner placement challenges in schools in the Western Cape:

(1) Whether there are any learners that were not placed in schools for the entire year in (a) 2019, (b) 2020 and (c) 2021

(2)  whether there are any learners that are yet to be placed in schools for the 2022 academic years; if so, (a) what are the relevant details and (b) reasons for the non-placement;

Answer Body: 

[1]     In 2019/2020, 25 learners had applied but did not present themselves to the Department or a school in the Western Cape to take up a place.

In 2020/2021, 2 learners had applied but did not present themselves to a school or the Department to take up a place.

[a]   As of 25 July 2022, there are 36 learners across all grades seeking placement or transfer in the Western Cape for the 2022 school year, most of whom have recently relocated from another province.

[b]   These late applications were all received after 20 June 2022 – just days before schools closed for the winter holidays. The Department is currently working to assist these learners with placement options, and they are dealt with on a case-by-case basis according to their unique circumstances.  

The placement/admission of learners is not a once-off process. It is a continuous process throughout the school year. There are various reasons why parents move around, resulting in learners seeking to change schools.
