Whether his Department has any projects in the non-metropolitan municipalities in the Western Cape to assist agri-worker development; if not, why not; if so, (a) in which municipalities, (b) what are the details of these projects, (c) how many agri-workers have benefitted and (d) how much has been spent of the projects?

During the 2014/2015 financial year the municipalities of Langeberg, Witzenberg, Stellenbosch, Drakenstein and Breedevalley were identified for intervention.

 

 

 

 

 

 

 

 

 

 

 

 

The programme is designed so as to provide agri-workers with information and tools with regards to money management and the impact of debt. The following topics are covered by the Office of the Consumer Protector and they are aimed at enhancing the awareness levels of farm workers about their consumer rights as far as debt issues are concerned :

  • The difference between wants and needs;
  • What is a budget;
  • The importance of budgeting
  • How to budget;
  • The importance of saving;
  • The debt trap and what to do when you are over- indebted;
  • What is a garnishee and emoluments attachment order;
  • Government services available with consumer protection.

During the 2014/2015 project a total of 400 agri-workers benefitted from the project.

The cost of the project during 2014/2015 was R295 000 but this amount included the cost of interventions conducted with ordinary consumers since the project was divided into ordinary consumers and agri-workers. 

During the 2015/2016 financial year the programme was rolled out to the Laingsburg municipality.

A total of 150 agri-workers benefitted from the project.

There were no project costs associated with this project since the officials of the OCP conducted the training.

In the 2016/2017 financial year the programme will be implemented in the Eden District municipality region.

DEPARTMENT OF AGRICULTURE
