Answer Body:
  1. Minister Plato and the Department of Community Safety hosted 12 “16 Days of Activism” events. The theme was ‘SPEAK OUT – SILENCE TO STRENGTH’ (Communities creating safer spaces).  The following areas were identified:

1. Heinz Park, Philippi

2. Kalkfontein, Kuilsriver

3. Kewtown, Athlone

4. Sir Lowry’s Village, Sir Lowry’s Pass

5. 34 Section Harare, Khayelitsha

6. The Range, Elsies River

7. Samora Machel, Philippi

8. Leiden, Delft

9. Joe Slovo, Milnerton

10. Avondale, Atlantis

11. Eastridge, Mitchells Plain

12. Chicago, Paarl East

The areas were decided upon, taking into account available statistics relating to domestic violence and child abuse.

(b)  On average approximately 150 adults and 500 children attended each of the open air events. Many observed and listened from their respective vantage points. The Sites or Venues were selected based on their strategic positioning within the areas. The intention was to access the widest audience possible. Events started with a march through the streets. Communities were grateful that vital information was being communicated to them about services available. Children were especially receptive to the information shared by DoCS, SAPS and other guest speakers on aspects pertaining to woman and children.

Organisations such as the SA Society of Hope and New Season Foundation also participated adding value to the theme “Speak Out”. These organizations facilitated role playing and motivational talks for community members present. The central message was that everyone, especially women and children, have a right to live in a violent-free society. The Organisations are likely to continue playing an important role in the communities targeted. The Department will continue partnering with these communities going forward.

The Department of Community Safety and the Ministry has an ongoing program throughout the year engaging all communities of the province. Over the “16 Days of Activism” period, these engagements are then aligned to support efforts to empower communities to become more resilient in confronting violence directed again woman and children.

(c)       The total expenditure for the 12 events of the “16 Days of Activism” events amounted to R390 416.00.
