(a) What (i) informs the decision to build new schools in the province and (ii) criteria are used to determine the location of a new school, (b) what (i) is the number and (ii) are the details, including the names and locations, of the schools that are planned for development over the next 10 years in the province, (c) what (i) is the number and (ii) are the details of the schools that are in the planning phase of development in the province and (iii) when will they be completed and (d) what (i) is the number and (ii) are the details of the schools that will be completed and handed over during the 2022/23 MTEF period?

Answer Body: 

[a]    [i]      New school provision is currently guided by a number of factors, including:

  • Providing equitable access to quality learning opportunities for all learners, particularly our most vulnerable ones;
  • Addressing the need for placement, specifically in areas where critical shortage of schools is experienced in the Western Cape; and
  • Contributing towards addressing the critical needs for economic growth and the shortage of skills in various industries, such as in the agricultural and technical fields.

[ii]     In terms of criteria, the following are considered:  

  • The availability of suitable and developable land which is zoned and not environmentally sensitive, and located nearest to the intended target group;
  • The availability of municipal services, such as electricity, water, and sewerage;
  • The availability of public transport in the area and accessibility;
  • The central location for schools of specialisation;
  • The size of the available site; and
  • The costs of land and development charges.

[b & c]  The User Asset Management Plan [U-AMP] 2022/23 contains the detailed list of planned schools and timelines.
