In relation to the Killarney Gardens Development:
(a) How will his Department ensure that local-community SMMEs benefit during the construction phase of this project and (b) how many jobs are expected to be created during the construction phase of this project?

Answer Body: 

[a] Provision is made in contract data for empowerment targets and reads as follows:

Local contractor development and equitable work distribution in support of the Western Cape Government’s Strategic Goal 8:

The Contractor participates in the Department’s Programme for the inclusion and development of smaller CIDB [Construction Industry Development Board] registered contractors with the following profile type:

  • small, medium and/or micro enterprises (SMME’s)
  • partially or entirely owned by historically disadvantaged individuals [HDI]
  • inclusive of 30% women ownership
  • registered on the Western Cape Supplier Database [WCSD] and Central Supplier Database (National Treasury)

The work subcontracted to these contractors is subject to the following conditions:

  • The total value of the subcontracted work is not less than 10% (ten percent) and not more than 25% [twenty five percent] of the total value of this contract.
  • The value of the subcontracted work for any subcontractor does not exceed the maximum amount allowed for his CIDB grading.

The Contractor provides documented proof to the Employer’s satisfaction that any and all the work in this contract complies with these conditions throughout the course of the execution of the works, failure of which leads to the Contractor forfeiting payment for 10% of the total value of the work performed for every noncompliant assessment interval.

[b] The Contractor is expected to Comply with Western Cape Government Socio-Economic Procurement Targets with specific reference to employment provision for women in construction, youth in construction and disabled persons:

The Contractor must report on a monthly basis the following:

  • Number of jobs facilitated – jobs are defined as longer than 6 months duration. [Target: 25]
  • Number of young people (less than 35 yrs. of age) trained and/or employed on the project. (Target: [0]
  • Number of women trained and/or employed on the project. (Target: [0]
  • Number of disabled people trained and/or employed on the project. [Target: 1]

The Contractor provides on a monthly basis, documented proof to the Employer’s satisfaction of above Socio-Economic Procurement Targets throughout the course of the execution of the works, failure of which leads to the Contractor forfeiting 2% of the total value of the certified payment certificate for the works, for that month.

The contractor has been appointed as well as 2 subcontractors. It is anticipated that other subcontracting opportunities will follow in the near future as the project progresses.
