Although a primary school was promised to the Stofland community at De Doorns and erf 4269 was allocated for this purpose, (a) why the construction of the school has not started and (b) when the construction of the school will start?

Answer Body: 

[a] Stofland PS first appeared in the U-AMP of 2013/14. After a protracted process to acquire suitable land, the deed of sale was signed by the municipality and forwarded to the State Attorney to initiate transfer of the property In November 2014.

The WCED also requested DTPW to draft a letter to the municipality requesting prior access to the property.

The project was advertised in 2015 and bids were adjudicated. When the successful bidder [Athuba Construction] was announced, one of the bidders (Ruwacon), took the Department of Transport and Public Works [DTPW] to court. The Letter of Award, dated 16 July 2015, was challenged by Ruwacon. The successful bidding price was R63,9m. The result of the court application was that the adjudication was nullified. The court ruled that the assessment of the tenders had to be redone.

Because of the court verdict, the project was halted. Since then, DTPW has been engaged with its legal team to assess how best to advance the project.

[b] The tender validity has expired. The initial bids will either have to be re-evaluated or the project must be advertised again for new bids. This process is in the hands of the Department of Transport and Public Works.
