Whether her Department has received directly or indirectly any (a) sponsorships, (b) gifts, (c) hospitality or (d) any advantage of a material nature in the past three years: if so, with reference to each: (i) from whom it was received, (ii) what the reason for it was, (iii) for what purpose it was used, (iv) what the money value of it was and (v) what the advantage of it was;

(2)       Whether any counter-performance was given by or asked of her or her Department for any such (a) sponsorships, (b) gifts, (c) hospitality or (d) any advantage of a material nature; if so, what are the relevant details?

  1.  Two donations were received. One from Millennium Trust and the other from OMIDYAR Network
  2. These donations were to support the work of the Delivery Support Unit (DSU) in the Department of the Premier. With these donations the DSU was able enter into a partnership with Delivery Associates to equip the DSU with the necessary skills to introduce a new method of delivery – “deliverology”.
  3. These donations were used to support the work of Delivery Associates to assist with the design and implementation of the game changers. This work was undertaken in 4 phases:
  1. Phase 1: Delivery Associates conducted an expert review of the high-level action plans, which resulted in the High Level action plans that are realistic, action orientated and robust enough to ensure delivery.
  2. Phase 2: Delivery Associates attended the August 2015 Cabinet Bosberaad and provided expertise and insight into the Game Changers to ensure effective delivery. The Delivery Associates assisted the Delivery Unit set up the key elements of ‘deliverology’.
  3. Phase 3: The Delivery Associates provided training in delivery culture and delivery skills for key civil servants, resulting in the DSU being adequately setup to implement game changers.
  4. Phase 4: Together with the DSU, the Delivery Associates helped establish and enhance performance tracking for the game changers. This included the development of a detailed roadmap for each game changer.  
  1. The amounts received were:
    1. Millennium Trust: R1 million
    2. OMIDYAR Network: R2,786 million
  2. These donations ensured we were able to successfully design and implement  the game changers.
