German Development Bank (KfW)

The Department of Environmental Affairs and Development Planning, is a signatory to the RSEP/VPUU agreement in partnership with the German government –owned development bank, KfW Entwicklungsbank (a public law legal entity). A non-profit institution was established through which grant funding is channelled as a contribution towards the implementation of this Western Cape RSEP/VPUU Programme. Over the duration of the programme, which is four years, 5 million euro will be transferred to the NPC, being the Implementing Agent. These transfers are pre-approved by the Department, meaning that the deliverables are verified before payment can be made by the KfW to the NPC and therefore ensuring that oversight is maintained.

The funds received from the KfW enabled the expansion of the VPUU Programme to additional municipalities in the Province (Drakenstein and Theewaterskloof) in addition to enabling a further phase of implementation in the City of Cape Town (Phase 4). The funding is disbursed to the VPUU NPC to provide technical expertise and implement the VPUU Methodology, which is considered an international and local best practice. In addition to providing technical expertise, a portion of the funding is allocated towards infrastructure projects, which will include a Resource Centre and Toy Library in Villiersdorp, and a House of Learning in Paarl East. One of the main advantages of the funding has been to leverage additional support and funding towards the RSEP/VPUU Programme, including from Provincial Treasury, from the benefitting municipalities and from other sources. The VPUU NPC, through the KfW funding, has also provided technical assistance to two of the WCG's Game Changers, namely: Alcohol Harms Reduction and After School.

As per the suite of agreements entered into between the WCG and KfW, it was required that the South African contribution will double the KfW's contribution in Rand value. The SA contribution could include funding from Provincial Treasury and from the municipalities. The WCG is also responsible for oversight and co-management of the Programme. DEA&DP established the RSEP/VPUU Programme Office for this purpose. The WCG is also responsible for the flow of funds from the KfW to the VPUU NPC.

This provided an opportunity to learn from other Subnational governments in their experience of addressing the impacts of Climate Change. Further, opportunities were provided for the Department to showcase our climate change responses. LOCS and the networking opportunities provided forms an important aspect of implementing the Western Cape Climate Change Response Strategy (WCCCRS)

Smart driving training programme offered by CoCT for 30 officials within the Department

It is the intention of the Department to introduce a travel behavioural change programme which aims to facilitate a shift towards more sustainable travel behaviour. Smart driving is one of the key components of the programme. One of the main aims of the Smart Driver Programme is to train all frequent drivers in the Department to develop responsible driving behaviour that will result in drivers operating their fleet vehicles significantly more efficiently and cost effectively. Significant socio-economic and environmental benefits to the Department can result from driver training, including reductions in travel cost. Cost savings from the Programme that can be achieved if rolled out across the organisation include reduction in insurance cost, emissions and incidents/accidents, injuries, etc. The driver training could also result in healthier drivers, better care of vehicles (appearance & maintenance) and increased asset life (vehicles).

The course focuses on global governance frameworks and the benefits of harmonizing ocean policies and shared integrated and common approaches to ocean and coastal management.  Attendance at the sponsored course is part of the skills development approach of the Department for junior professionals in Biodiversity and Coastal Management enabling their roles in implementing the Provincial Coastal Management Programme (PCMP).

The Western Cape was invited to be a founding partner in the IUCN World Environmental Hubs (WEH) initiative. The WEH is developing a global programme for "Nature-based Solutions" (NbS) to address resilience and vulnerability which result from unsustainable resource planning. The objectives of the World Environmental Hubs initiative are as follows:                                                                                                        • to develop a framework for recognising the achievements of subnational governments which are placing environmental sustainability, biodiversity and ecological functions at the core of their urban and regional development strategies; and,
• to support sub-national governments to use nature based solutions to tackle the challenges of urbanisation and demonstrate that investing in nature can enhance economic prosperity and social well-being. The WEH initiative is seen as a partnership towards the implementation of the Western Cape's Provincial Biodiversity Strategy and Action Plan (PBSAP). Extending the reach and scope of the interventions through partnerships underpins the innovative approach to enabling implementation in a context of resource constraints.


 

The Department has provided inputs into the conceptual design and intervention logic of the project documents for the WEHs initiative.

The advantage of the sponsorship received was real time exposure to the issues and responses related to the provision, planning and management of urbanisation services within different cities in India. In addition, the learning opportunity presented the official with exposure to the experiences of officials from 15 other countries including Vietnam, Guatemala, Malawi, Mauritius, Uganda, Nigeria, Bhutan, Ethopia, Tunisia, Palestine to name a few, responsible for responding to issues related to the built environment (planners, civil engineers, environmentalists, academics, architects, etc.) in the context limited funds, increased pressure on natural resources and high levels of urbanisation. Many networking opportunities made, cross- country/ continental relationships were forged, experiences and information shared.

The official was asked to share the context in which planning occurs in South Africa, specifically the Western Cape and share our experience and responses to urbanisation, economic and population growth, issues and opportunities with respect to housing and informal settlements, infrastructure, public transport, etc. and the impact of development on the environment within the context of limited resources.

This workshop supported the overall objectives of the funder FNF's funding objectives for this period and it was an area of work that they wished to support and take forward.   This is allowed the Climate Change Directorate to have further engagements with experts and stakeholders on the work that had previously been done in partnerships with GTAC (then Technical Advisory Unit) at National Treasury on climate change related financing barriers.   These workshops had not been included in the operational plan for the Directorate during this period.  Climate financing is a crucial component of the Western Cape Climate Change Response Strategy (WCCCRS).
