Whether his Department uses any non-governmental organisations (NGOs) for a theatre production to educate the community about the dangers of social evils like drug abuse, domestic violence, theft and human trafficking; if not, why not; if so, (a) which NGOs were used in the last three years and (b) who do the NGOs approach in his Department to render such a service?

Answer Body: 
  1. Yes the department make use of 1 NGO to do preventative interventions with regards to Older Persons Abuse. The NGO is called Umnyama and is funded by the Older Persons Programme. The Department is also aware of another NGO (Creating Effective Families) doing preventative work by using a theatre production. It relates to various social ills on drug abuse and domestic violence. The department however do not fund this theatre production.
  2. NGO’s can apply for funding by submitting business plans to the Department. In the case of CEF they need to apply to the Victim Empowerment Programme. The Department are currently busy with a call for proposals to all NGOs in the Western Cape and the closing date is the 31 July 2017.
