What is the (i) name, (ii) description and (iii) size of the cultural sites in the province that are reserved for African initiation and (b) how are these sites preserved and maintained?

Answer Body: 

African cultures have different preferences of initiation sites, e.g. amaXhosa prefer flat land not too far from where the people live; whilst Basotho and amaHlubi prefer mountainous areas far away from the communities.  The Department works with stakeholders (Municipalities, State owned entities (SOEs) and private landowners) who are responsible for the utilisation, preservation and maintenance of the sites. These stakeholders decide what part of a property is used for initiation at a given time as dictated by factors such as the size of the initiation school, the environment, etc.

(b) How are these sites preserved and maintained?

 

Response:

Provincial initiation

The sites belong to different owners such as the Provincial Government, state owned entities (SOE) e.g. Prasa, Cape Nature, municipalities and private land owners. The Department has a cooperative relationship with SOEs, municipalities, Cape Nature and private landowners with regards to the use of land for the purpose of initiation.

Some municipalities such as Stellenbosch, have developed by-laws for the protection and preservation of initiation sites. In addition, municipalities render inter-ministerial support such as training in the field of fire protection to ensure that the vegetation is not damaged and ultimately destroyed; as vegetation serves as fundamental requirement for the seclusion of initiates.

Entities such as Cape Nature intends to provide training and support on environmental management, such as the management of indigenous plants and poisonous animals.

The core function of the Initiation Forums established by the Department is to ensure that the sites are maintained as well as ensuring that the rituals practised do not damage the vegetation.

The Department has also established an inter-ministerial committee which attempts a holistic approach in addressing initiation. Initiation sites are a part of this.
