Whether he and his Department have identified any vacant land in Mitchells Plain that could be used for social and low-cost housing; if not, why not; if so, what are the relevant details?

Answer Body: 

My department does not have available vacant land in Mitchells Plain.

However; my department has partnered with the Department of Transport and Public Works [DTPW] who has made available Erf 47585, Mitchells Plain, measuring 3,35ha in extent, located in Capri Street, Strandfontein available for affordable housing opportunities.

My department is responsible for managing the procurement of developers. This process is currently underway whilst DTPW is responsible for obtaining Western Cape Cabinet approval to release the property to the successful developer. It is anticipated that this process will be concluded during the first quarter of 2017.

The development could yield approximately 122 Finance Linked Individual Subsidy Programme opportunities which are primarily targeted at households in the R3 501 – R15 000 per month income category.

Furthermore, my department in partnership with Communicare have in the pipeline two projects for Mitchells Plain on land owned by Communicare.

These projects are still in the packaging phases whereby feasibility still needs to be determined. They have been planned for the 2020/2021 financial year.

Povicom, a new Social Housing Institution also has a project in their pipeline for Mitchells Plain. The project is also in the very early stages of development where feasibility also still needs to be determined. It is planned for the 2023/2024 financial year.
