The Western Cape Education Department owes the City of Cape Town R52 million for rates and services accounts, the largest part of which is owed by schools for water use;
(a) can the Department provide a list of such schools;
(b) what measures are being put in place to address this matter; and
(c) which non-fee-paying schools have not paid their water bills to the City?

[b] The original budget for the WCED priority allocation for the 2016/17 financial year amounted to R32m. During the adjustment budget process an additional R66m was requested and received to fund the municipal arrears at schools.
The municipal debt age analysis for the City of Cape Town was showing a steady increase over time and outstanding invoices payable by schools for debt 90 days and older constituted more than 60% of the total debt owed to the City of Cape Town. The main reason for the steady increase in municipal debt by schools is that the Norms and Standards inflation adjustment is below the municipal tariff adjustments. The WCED monitors payments via the debt schedules provided by the municipalities and assists schools, where possible. The Provincial Treasury has provided the WCED with earmarked funding for payment of school accounts, based on special circumstances, however this support has not been enough to mitigate the growth in municipal arrears.
Schools do not have the financial capacity in the next MTEF period to fund their municipal arrears and the Department’s reserve fund would also not be able to subsidise the arrears. Therefore arrears owed by schools on their municipals accounts were funded from efficiency gains achieved in the 15/16 financial year, thereby enabling the Department to apply its reserve fund going forward, to subsidise only instances where selective schools were unable to fund their current accounts.
Three payments were made to the CoCT using the additional funding received from PT this being R15m in September 2016, R31m in January 2017 and R20.9m in February 2017. This means that all arrear debt with CoCT was cleared and only the current debt should remain (we are still waiting for the latest age analysis from CoCT to confirm this). All schools identified for assistance will be expected to provide a detailed action plan on how to avoid a recurrence of their current municipal account arrears, including the implementation and monitoring of all possible efficiency measures to reduce usage. Strict monitoring of payments of current accounts will be a key focus for the WCED going forward.
