With reference to written question 2 of Question Paper 23 June 2017:           

Whether the (a) private security officer and (b) the Cape Town Central City Improvement District (CCID) official were investigated by (i) the South African Police Service or (ii) the Independent Police Investigative Directorate (IPID); if not, why not; if so, what are the relevant details?

Answer Body: 

The South African Police Service informed me as follows:           

            (a)(i)    No, the docket was investigated by IPID.    

            (b)(i)    No, the SAPS did not investigate this case.

                 (ii)   The mandate of IPID is to investigate cases against police officers, however if the police officers committed an offence with a civilian IPID will still investigate that offence   against the civilian because a single docket cannot be investigated by the police and IPID at the same time.                       

Cape Town Central CAS 534/03/2014 was investigated by IPID and was dealt with in Cape Town Magistrates Court 14. On 2016-11-25 WO January was convicted and sentenced to 2 years imprisonment, suspended for 4 years. On 2017-02-24 WO Gunn was convicted and sentenced to 3 years correctional supervision.
