(1) How many applicants applied for the position of Director: Corporate Services at the Swellendam municipality;
(2) what were the criteria for this position spelled out in the advertisement;

(4) who was eventually appointed; and
(5) after the interview, which number was the appointed official on the shortlist?
[1] Ten [10] applicants applied for the position.
[2] The criteria for the post as advertised were as follows:
- A Recognised Bachelor’s Degree in Engineering / B Tech: Engineering or equivalent.
- A certificate in Municipal Financial Management [SAQA Qualification ID-Nr 48965] for Senior Managers as per regulation 493, 2007 Local Government: Municipal Regulations for Minimum Competency Levels.
- Candidates with exceptional qualifications and/or experience in the relevant field and who do not meet the stated minimum qualifications may still apply and will be considered for the post subject to the prior approval/ condonation by the National Minister.
- At least five [5]) years’ experience at a middle management level or as programme/project manager. At least 3-4 years’ experience in professional/ management level/ engineering management.
- Demonstrable success in institutional transformation in the public sector.
[3] Three [3] applicants were shortlisted.
[4] Mr Frederik P Erasmus was appointed in the post.
[5] With respect to the question posed, it needs to be averred that the shortlist is conducted prior to the interviews and with the process relating to shortlisting, candidates are not ranked according to preference but are merely shortlisted. According to the Assessment Report provided by the Municipality, Mr. Frederik P Erasmus obtained the highest overall score, with Mr. Charl Möller in 2nd position and Mr. Adriaan Kurtz in 3rd position. Notwithstanding the latter, all three candidates could be recommended as per the Assessment Report, however Council resolved on appointing Mr. Frederik P Erasmus.
