Whether her Department is aware of the schools that have not received their full complement of learning material to date; if so, what action has been taken to resolve this urgent matter?

Answer Body: 

All LTSM procured by schools in 2017 has been delivered to schools. However, it is possible that schools placed late orders which are in the process of delivery – pending the availability of books.

The Western Cape Education Department [WCED] annually affords all public schools the opportunity (both Section 21 and non-Section 21) to order textbooks for the following academic year.   043 schools submitted their orders for 663 365 top-up textbooks in June 2016 for use in 2017.  All the ordered textbooks [663 365] were delivered to schools.

The WCED also procured Further Education and Training [FET] Literature texts for Grade 12 in line with the Department of Basic Education [DBE] National FET Literature Catalogue issued in April 2015. 312 schools submitted orders for 178 678 literature texts for Grade 12. All the ordered texts were delivered to the applicable schools.

We also procured Technology textbooks Grade 11 learners in line with the appropriate DBE Catalogue. 11 389 textbooks were procured for 86 schools.  All the ordered textbooks delivered to schools. The WCED Head Office retains proof of delivery for textbooks.

School principals are responsible for assessing the need for additional textbooks for each learner on an ongoing basis and to order and/or procure sufficient textbooks to make provision for the needs of each learner in a particular year.
