(1) Whether the Recovering Addicts Empowering Lives Safe and Sober Living Farm (RAEL) near Worcester is (a) a registered rehabilitation facility, (b) recognised by his Department, (c) complying with all legislation and (d) used by his Department to refer patients to be treated; if so, what are the relevant details;
(2) (a) what is the number of patient RAEL can accommodate on a in- and out-patient basis and (b) (i) who is in charge of the facility and (ii) for how long?
[1] [a] No, Recovering Addict Empowering Lives Safe and Sober Living Farm (REAL) is not registered as an inpatient treatment facility.
[b] REAL acknowledge the fact that they have applied to register as a halfway house, but that the services they render is contradictory to that of a half-way house as per Act 70 of 2008. They render inpatient treatment services, but do not meet the requirements for inpatient treatment services.
[c] No, REAL does not comply with legislation for inpatient treatment centres. They do not have correct zoning for an inpatient treatment centre, they do not have fire clearance certificate, and they do not employ a multi professional team required for inpatient treatment centres. They have no full time social worker, and no nursing staff. They also do not have a pre-screening procedure for clients. The department has done three assessment visits to the facility [16 July 2015; 23 February 2016; and 20 October 2016], and gave feedback to the management on their findings.
[d] The Department expects of social workers not to refer clients to unregistered inpatient treatment facilities.
[2] [a] The facility applied to be registered for 26 residents. The outstanding zoning certificate and the health clearance certificate would confirm the number they qualify to accommodate.
[b] [i] Karen and Anthony Hall are the directors of the registered not for profit company under which the facility operates. [ii] Unknown.
