(a) (i) When does the full term of the Municipal Manager of Swellendam end, (ii) why was there an item on the last council agenda dealing with the early retirement of the Municipal Manager and (iii) what were the conditions or criteria attached to the early retirement of the Municipal Manager, (b) (i) who was the service provider who advised and evaluated the process during the assessment of applications for the Director of Infrastructure post at the Swellendam Municipality, (ii) what was their evaluation report on the successful incumbent and (iii) in terms of weighting, how did the service provider rate the successful incumbent?
[a][i] The term of the Municipal Manager ends on 2 August 2017.
[ii] The Municipal Manager approached the Executive Mayor expressing his desire to retire before the end of his contract. Council authorized the Executive Mayor to negotiate the settlement terms. As a result of such consultations, the item was tabled to Council as a form of report back to the extent that the parties could not reach a settlement.
[iii] The Municipal Manager wished an early retirement from the service of Swellendam Municipality on terms and conditions, which included full remuneration until 2 August 2017 and payment of outstanding leave for previous years.
[b][i] Riel Hugo & Associates was the appointed service provider.
[ii] Based on the results of the interview and the managerial assessment it was indicated that the incumbent had excellent knowledge in the field of municipal engineering and obtained a competent or higher rating on thirteen [13] of the fifteen [15] competencies, however attained the highest overall score in the assessments.
[iii] According to the service provider’s assessment report the successful candidate had an overall score of 180, which was the highest average score achieved amongst the candidates.
