(1) Whether the learning material and stationery requisition for 2017 at the Oscar Mpetha High School in Nyanga East was processed on time and passed through the Department, including the identification of suppliers; if not, why not; if so, (a) why are there delays in supplying the school with the required stationery and learning material and (b) what corrective actions would be taken against the personnel causing the delay;
(2) whether her Department intervened to ensure that schooling and learning is taking place; if not, why not; if so, what are the relevant details?
A] Yes the orders were processed on time. By the start of the 2017 academic year, all LTSM and stationery that was ordered by the school during the allocated ordering period, 30th May – 10th June 2017, had been delivered to the school.
However, a late order for textbooks was received from the school in December 2016 for the following textbooks:
Inkawu Idliwa Ilila x 190
Buzani Kubawo x 190
Ngenxa Yesithembiso x 200
Nathi Singabantu x 200
Via Afrika Tourism – Grade 11 LB x 60
The late orders were processed and placed with publishers. As a result of the late ordering, some textbooks were delivered late as publishers were closed until mid-January. These textbooks were all delivered during February 2017.
B] No delay was caused by WCED Head Office Personnel. It is the responsibility of all school principals to assess the schools learning, stationery and cleaning materials needs carefully and on an ongoing basis to ensure that orders are timeously placed to ensure the timeous delivery thereof.
2] Yes. The WCED assisted the school with materials in the interim period. The importance of ordering LTSM on time, during the allocated time period was also reiterated. A circular [0018/ 2017] was issued to schools earlier this month reminding them that the online ordering period commences on the 29th May 2017.
