    Response:

     

    No facilities are free of charge. The municipal manager can however use his discretion and give discount of up to say 50%, or in some cases, the council can decide to give it free of charge.  The municipality gives a huge subsidy towards the use of sport facilities. The users thus do not pay for all the costs when using the facilities.
