No, the Department has no plans to prevent proposed changes to the traditional annual minstrel parade (“Tweede Nuwejaar”) that can stop this popular cultural expression from taking place. The Annual Minstrel Parade is not a Departmental event and therefore the department does not have authority to stop or prevent changes to the nature of the event. To facilitate a successful event, there are interactions with the City of Cape Town and other key role players prior to engaging with participating organisations.
The Department does not determine the nature of the event but ensures that no governance prescripts, legislation or requirements are bridged when supporting these events, and that there is effective and efficient management of government resources.
The Department annually supports the second New Year celebration by providing medical assistance, in conjunction with the Department of Health (EMS), and further contributes towards the transport costs of Minstrel boards for the second new year festivities. The contributions are formalised through the conclusion of MOA’s which clearly articulates what the funds are to be utilised for.
