  1. What programmes did his Department offer in the Marikana informal settlement at Philippi in (i) 2015, (ii) 2016 and (iii) 2017 to date, (b) what services has his Department rendered to the area in October 2017 and (c) what programmes are planned for the future?
Answer Body: 

9.(a) 

(i)    The following oversight matters were identified at the Philippi SAPS

Station at the time of an oversight audit conducted on 12-13 August 2015:

  • 37 protection orders were received at the station; however, only 29 had been served
  • There was an average of 2 female members deployed on average per shift
  • The Victim Friendly Room (VFR) was not sufficiently resourced, but functioning and accessible 24 hours
  • All 4 victim empowerment (VEP) volunteers had been trained in basic victim empowerment

During the 2015/2016 financial year the Philippi CPF entered into an MOA with the Department to participate in the Expanded Partnership Programme (EPP)

(ii)  The following oversight matters were identified at the Philippi SAPS Station at the time of an oversight audit conducted on 20 December 2016:

  • There was an average of 2 female members deployed on average per shift
  • Capacity in terms of detectives were still insufficient to effectively investigate criminal cases to court
  • In general, the service delivery [Standing Order (S.O.) 101] complaints registered at the Station were:
    • poor feedback on cases,
    • poor investigation, and
    • poor conduct.

Also during 2016/17 the Philippi CPF signed a transfer payment agreement with the Department. The department conducted training and support interventions for the Mitchells Plain Cluster of which Philippi CPF is part of. However, the Philippi CPF did not attend the training. 

(iii)  The following matters in respect of cases investigated and brought before the Court at Mitchell’s Plain by the Detective service of Philippi SAPS were identified during 2017:

  • Quarter 1 (Apr – Jun 2017) of 2017/18:
    • 4 of the 10 cases monitored were postponed due to incomplete investigation, and
    • 6 of the 10 cases monitored were postponed due to dockets not at court
  • Quarter 2 (Jul – Sep 2017) of 2017/18:
    • 1 of the 5 cases monitored were postponed due to incomplete investigation, and
    • 4 of the 5 cases monitored were postponed due to dockets not at court

Once again the Philippi CPF signed the EPP TPA and submitted four reports to date  

  1. On 11 October 2017 a youth outreach programme was held in Marikana to inform the youth of opportunities available to them at Northlink College and the Chrysalis Academy. On 28 October 2017 a breakfast was held with religious leaders in Marikana to promote the Youth Safety and Religion Partnership (YSRP)
  2. A full oversight audit at the Philippi SAPS Station is scheduled for the 4th quarter (Jan – Mar 2018) of 2017/18. The department will continue to support the CPF to participate in the EPP in order to improve its functionality. The Philippi area will form part of the areas to be visited during the 16 days of Activism outreach programme. The launch of the 16 days of Activism of No Violence Against Women and Children will take place in Marikana on 25 November 2017. YSRP programmes will be rendered in Philippi-East during the December 2017 school holidays in partnership with the local religious fraternity.
